Cowlitz County Excise Tax and Recording Fees
Excise Tax is 1.53% of the sales price (1.78% within the city limits of Woodland). Recording fees are as follows:
Deeds, Real Estate Contract, Agreements, etc. - $62.00 for the 1st page, $1.00 per page thereafter
Deed of Trust - $63.00 for the 1st page, $1.00 per page thereafter
Assignment of Deeds of Trust, Appt. of Successor Trustees - $14.00 for the 1st page, $1.00 per page thereafter
Document which contain more than one heading will be an additional $62.00 for each heading.

Schedule of Escrow Charges
Performed by COWLITZ COUNTY TITLE COMPANY within COWLITZ County
Effective as of June 12, 2008
The rates quoted in the General Escrow Fee Schedule, as attached, are minimum charges that are to be made for the customer services performed and the usual risks assumed in each escrow transaction.
If it is determined that additional work is required for a particular transaction, the company reserves the right to make additional charges as may be deemed necessary to properly compensate the Company for such additional work. Examples of same may be a substantial restructuring of the transaction subsequent to the original delivery of the Purchase and Sale Agreement, multiple redrafting of documents, extra services to coordinate with Section 1031 Facilitator Companies, payoffs for debts that are not liens on the land, assumption of post-closing responsibilities to hold and disburse a sum held back for a defined purpose, and assumption of additional document preparation responsibilities other than the sale and purchase money mortgage. If additional work charges become necessary, the parties will be advised of these additional charges as soon as possible and afforded the opportunity to cancel. Additional work charges disallowed by the VA may be waived.
Multiple Issue (formerly called builder/subdivider rates) rate reductions are based upon the reduction of labor involved in the multiple transactions occurring over an unspecified period of time involving lots within the same subdivision and/or the same builders, developers or investors. The Multiple Issue Rate will be determined by negotiation.
Governmental Agencies or instrumentalities acquiring or disposing of real estate may be based upon agreement between the agency and the escrow company. Minimum fee: $200.00.
A charitable or non-profit entity may receive a rate reduction of 50% of the General Schedule. Minimum fee: $200.00.
The escrow fee will be waived for employees of the Company or affiliated companies, when the transaction involves the refinance, sale or purchase of the employee's primary residence.
Transactions involving Mobile or Manufactured Homes (where the title has not been eliminated of record) will be charged an additional $150.00, plus applicable state and local fees.
In the event that documents must be signed at this Company in connection with an escrow performed by an office that is not an affiliated office of this Company (a "courtesy signing"), the charge shall be $150.00. In the event that documents must be signed at an office that is not an affiliated office of this Company, the charges of that unaffiliated company will be assessed to the party who required that cost.
Charges for transactions that are not a one-to-four family residential structure will be determined by negotiation.
An additional charge of $100.00 may be added for each monetary lien requiring record release (e.g. Deeds of Trust, mortgages, real estate contracts, judgments, etc.) where the recordable release documents are not received at the time of closing. This fee may be waived if the creditor responsible for the release is a local entity or person and the receipt of the release documentation post closing is assured. The fee will also be waived for reconveyances of Deeds of Trust where Cowlitz County Title Company is the Trustee.
Transactions in which a Contract Collection Account are to be established, in which the Company or affiliated company is to receive and disburse payments subsequent to closing, will incur additional charges of $125.00 for the set-up of such an account, and a monthly charge of $6.26.
Courier fees of $20.00 will be added for each use of an overnight or expedited shipping or delivery service. Refunds for an overage will not be made, nor billing for a shortfall from the exact amount billed to the company, when the courier fee cannot be accurately determined at the time of closing.
Cowlitz County Title Company reserves the right to amend fees to compensate for amount of work incurred.
